I have not had a single problem with this host whatsoever. They're great!!! (My previous web host cost more, took weeks to answer e-mail, and when e-mails were answered, it took another few weeks for a response.)
My site hosted by ICDSoft has not had anytime downtime either. The Control Panel feature they have for setting up additional e-mail accounts and site statistics works really well and is accessible anytime.
The plan price $60/yr is low, so I was kind of leery of signing up, but after reading the reviews on this site, I decided it was worth a shot. I've been very happy with the decision.
