I've been very pleased with PHPWebhosting for over a year now, but lately things are going severely downhill with their uptimes, revealing more underlying problems in the process. As others have mentioned, they do not offer a phone number for support -- just a web page. But if your site is down, so is the support webpage! E-mailing support just instructs you to use the support page, which is NOT the same page as www.phpwebhosting.com (which is up all the time for some reason and is not a good indicator of uptime for the provider in general!). They do offer quite a lot of services for the price, such as SSH access, PHP, MySQL databases, email, etc., but as far as I can tell, all of these services are run on ONE system, which means when it is down, so is your email. Via the support page, I've told them numerous times to get their support server off the customer server so we can log problem tickets, but they never listen. If you know of a hosting provider that offers the same services they do and at the same price (but better uptime), email me. PHPWebhosting is at least miles better than addr.com, I must say.
